In accordance with Colonial Regulation No.

265, I have the honour to request your authority for the supplementary expenditure of $250,000 under Head 5, Charitable Services, sub-head 22, Relief of Refugees, on page 21 of the printed estimates for 1939.

2.

In this connection I would invite reference

to paragraph 2 of my despatch No. 364 of 22nd May, 1939, in which I intimated that further expenditure under this head would be necessary if no decline occurred in the

number of refugees to be maintained. A small decline

has taken place, but on the basis of present numbers it is extimated that this further sun will be required to cover expenditure up to the end of the current year.

I enclose a copy of a memorandum on this subject by the Director of Medical Services for your

information.
